People evacuate while the Japanese government desperately tries to determine what caused the incident. At first, they insist that it's impossible for it to have been caused by a living thing, much to the chagrin of certain officials, but to their surprise, a news report shows footage of the appearance of an enormous serpentine tail splashing out of the ocean. The Prime Minister proceeds to make a press statement, announcing that it's scientifically improbable for the creature to make landfall, however, mid-speech, it does, much to his surprise.

The fish-like creature that emerges from the bay resembles a hybrid between a moray eel and a frilled shark, but with spiky dorsal plates on its back and a pair of stubby, undeveloped forelimbs. Bleeding from its gills as it struggles to breathe on land, it thrashes about and drags itself down the streets of Kamata in Tokyo, pushing ships and cars in front of it out of the way, crushing everything in its path as well as climbing on buildings, causing them to collapse, and leaves an immense trail of destruction in its wake. Government meetings continue.
Now there is an even bigger incentive to find Godzilla's secrets and stop it. The places in the city where Godzilla's beams touched have severely high nuclear radiation readings, while the radiation plume caused by its breath and fire are drifting out to sea. They study the immobile Godzilla and find that it is slowly producing nuclear energy. Godzilla runs on nuclear power, and it has depleted all of its power in its recent rampage, which is why it's frozen. It's replenishing its energy to continue, a process that will take a few weeks. In addition, they figure out it possesses a "radar-like" system in its body, which is how its dorsal beams were able to destroy each bomb and bomber with pinpoint accuracy.
Meanwhile, the creature exits the bay and begins swimming up a river into Tokyo, destroying boats and bridges as it swims. At the press conference, the Prime Minister assures the press that there is no risk of the monster coming ashore, only to be informed by an aide that the creature has surfaced. The monster, walking clumsily on its two hind legs, comes ashore in Kamata in the Ota Ward, smashing cars and destroying buildings as it waddles through the street. The Prime Minister reconvenes with the other officials, and is urged to make a decision to allow the Self-Defense Forces to attack the creature. The Prime Minister states that such an action is unprecedented, and he is not keen on mobilizing the country for war. But as the monster continues rampaging through Kamata and approaching Shinagawa, the Prime Minister reluctantly gives the order to mobilize attack helicopters against it. Helicopters are launched from Chiba and fly to Shinagawa to engage the monster. Suddenly, the creature stops moving and falls flat onto the ground. Then, it begins to evolve, sprouting tiny arms and standing upright on its hind legs before emitting a deafening roar. The monster continues walking through Shinagawa, and is confronted by the helicopters. The order is given to fire, and the pilots begin aiming their weapons at the creature. However, they are told to hold their fire at the last second, as civilians are still present in the area. When asked if the helicopters can fire, the Prime Minister orders the operation to be aborted. The monster's dorsal fins begin glowing red and giving off steam, and it roars loudly before dropping back to a horizontal stance and running back into the ocean.
The second form is very much reminiscent of a moray eel or frilled shark, having a long body, neck, and tail, while also possessing stubby, undeveloped hind legs for land movement, and stubs on its chest that are shown to be underdeveloped arms. Unlike Godzilla's later forms, this form possesses a sickly yellow complexion, with red, exposed muscle on its back and shark-like gills that frequently bleed, showing that it struggles to breathe outside the water. The dorsal plates of this design are underdeveloped, much like its other body parts. The eyes of this design are also very large compared to its body, almost resembling that of the colossal squid in appearance. Too weak to stand up, it moves by wriggling on its belly, pushing itself forward with its stubby hind legs and thrashing its tail.
The second form was mostly portrayed by CGI, but also had some key sequences utilizing chroma keys and practical effects, including miniature sets and a roughly designed Godzilla head used for destroying them. These were utilized for shots of the second form pushing through houses. 041b061a72
